208 Water Quality Management Plan

The TMACOG Areawide Water Quality Management Plan is a comprehensive document required by the Clean Water Act of 1972. It is a statement on behalf of our region (Lucas, Ottawa, Sandusky, and Wood Counties in Ohio and Bedford, Erie, and Whiteford Townships of Monroe County Michigan) as to what we — all of us — will do to meet the goals of the Clean Water Act.

You may often hear of this document called a “208 Plan” — because Areawide Water Quality Management Planning is required under Section 208 of the Clean Water Act. In Ohio there are six “Areawide” agencies that maintain 208 Plans for regions around major cities. All six of these Areawide Plans are part of the Ohio’s Statewide Water Quality Management Plan.

TMACOG’s 208 Plan was originally developed between 1976 and 1980. From 1980 to 1998 updates were made as needed, particularly in Chapter 4, which deals with public sewage treatment facilities. In 1998 we began a complete update. From the table below you can download the latest chapters.

We presently have seven chapters planned for the Areawide Water Quality Management Plan:

  • Chapter 1 - Areawide Overview
  • Chapter 2 - Environmental Policies
  • Chapter 3 - Water Quality Management Framework
  • Chapter 4 - Public Wastewater Treatment
  • Chapter 5 - On-Site Sewage Treatment
  • Chapter 6 - Agricultural Runoff
  • Chapter 7 - Urban Runoff
