Amendment Adds $12 million to Local TIP
When ODOT was determining how to allocate funds from the American Recovery and Reinvestment Act (ARRA), modernization of the Toledo Shipyard made the list. However, the Federal Highway Administration (FHWA) later determined that the project was not eligible under the terms of the ARRA. Since then, ODOT, the Toledo-Lucas County Port Authority, and the FHWA have been working to identify alternative projects. An agreement was reached and announced August 26 that will reallocate funding from the shipyard to a series of other projects at the port.
Together, the projects add $12,321,000 to TMACOG’s Transportation Improvement Program (the TIP). All amendments to the TIP must be approved by the Transportation Council and the TMACOG Executive Committee. Because of the time constraints of ARRA, TMACOG took the unusual step of inviting TIP Committee members to the monthly meeting of the Transportation Council to evaluate and provide their input on this amendment. This procedure allowed TMACOG to bring the amendment to the Executive Committee a month earlier than it could have been and move the projects faster.
With the approval of the amendment by the Transportation Council and Executive Committee the following new projects have been added to the current TIP:
- Toledo Port Rail Spur ($321,000) that will grant rail access into the Toledo Shipyard.
- Toledo Port Facility #1 General Cargo Facility Material Handler ($4,000,000) that will decommission a third “WWII era Liberty Crane” and replace it with a new material handler.
- Toledo Port St. Lawrence Drive Realignment and Reconstruction ($5,000,000).
- Toledo Port Facility #1 General Cargo Facility Rail Loop ($3,000,000) that will repair and enhance the on-dock rail capability at the Port’s general cargo facility #1.
