Special ODOT/Canadian Consulate Report


A new bridge crossing between Detroit and Ontario, Canada may have significant impacts on freight traffic and industry in southeast Michigan and northwest Ohio. Joe Comartin, Consul General, Canadian Consulate in Detroit, will be a special guest speaker at TMACOG’s April Board of Trustees meeting to discuss the Gordie Howe International Bridge and its expected impact on the region. Jack Marchbanks, Director, Ohio Department of Transportation will introduce Mr. Comartin and also provide comments following his remarks.

Registration is Now Open: Ohio Sunshine Laws Training



Two trustees walk into a coffee shop. Did a meeting just break out? A citizen has just requested cell phone records from every member of the fire department. What do you do? Better understand your responsibilities and duties with this training session.

Elected officials in Ohio are required to complete Ohio Sunshine Laws Certification Training during each elected term. The next regional session is Friday, April 17, 8:45 a.m. -12:15 p.m. at Owens Community College. Training is conducted by the Ohio Attorney General’s office. This session fills up quickly: Register here.



Nuisance Abatement and Code Enforcement

During the last few meetings, TMACOG members meeting in caucus sessions have shared their struggles with enforcing codes and managing nuisance behavior and nuisance properties. This TMACOG Tech session will look at options and tools that cities, villages, and townships can use for fair and effective management of these issues.

Bob Bethel of the Employers’ Association will be moderating. The panel will consist of Jeff Stopar, an attorney with Semro, Henry & Barga; Jacob Barnes, planning director for Springfield Township; and Rosanna Hoelzle, village administrator, Swanton.

Water Quality

Water Quality Council Plans


At the first meeting of the 2020 TMACOG Water Quality Council on January 13, council members elected chair and vice chair for the calendar year. Jon Eckel, Assistant to the City Administrator in Perrysburg, was elected chair. Melissa Greene Hopfer, Sustainability Project Manager for Lucas County Commissioners, was elected vice chair. They will serve one-year terms.

At the meeting, members also heard an update on House Bill 7 from Ohio Representative Haraz Ghanbari. Rep. Ghanbari is a primary sponsor of the bill which would create an H2Ohio Trust Fund and create the H2Ohio Advisory Council. Through the proposed advisory board, HB7 also provides a check and balance system and would give local governments and subject matter experts a voice in how funds are allocated.

Christina Kuchle, with the Ohio Department of Natural Resources (ODNR), gave a presentation on wetlands projects that will be funded by H2Ohio. TMACOG members including the Black Swamp Conservancy, Metroparks Toledo, and the Toledo-Lucas County Port Authority will work with the Natural Conservancy and ODNR to build or restore wetlands in strategic, targeted areas. The project includes both coastal and inland wetlands. Wetlands capture sediment and slow the movement of water which reduces erosion. Wetland plants take up phosphorus and other nutrients and provide carbon storage. The projects will also improve habitat and provide flood management.
