Using Stormwater Management Plans (SWMPs) to Address Water Quality Impairments

The current Phase II Stormwater General Permit requires that MS4 communities develop, implement, and enforce a SWMP designed to reduce the discharge of pollutants from MS4s to protect water quality and to satisfy water quality requirements of Ohio Revised Code (ORC) 6111 and the Clean Water Act. The SWMP must include the following information for each of the six minimum control measures described in Part III.B of the current permit:

a.
The best management practices (BMPs) that a permittee will implement for each of the storm water minimum control measures. BMPs must be selected to address TMDL recommendations for identified water quality problems associated with MS4 discharges within an MS4’s watersheds.
b.
Statements indicating that the permittee has the legal authority to implement BMPs listed in the SWMP.
c.
The measurable goals for each of the BMPs, timelines for implementation, interim milestones and the frequency of each BMP activity. At a minimum, measurable goals must satisfy the performance standards listed for each minimum control measure.
d.
The person or persons (including position title or titles) responsible for implementing or coordinating the BMPs for the SWMP. The SWMP must include a Table of Organization that includes primary point of contact and identifies how implementation across multiple positions, agencies and departments will occur.

Reference the current permit for full details of these requirements http://epa.ohio.gov/portals/35/permits/SmallMS4_Final_GP_sep14.pdf

TMACOG has provided tools to assist members in developing BMPs targeted at the specific impairments in their watersheds. Identify your community’s watersheds using the table below or by using the Stormwater Coalition Watersheds Map.

Click on the name of each watershed for information about its impairments and recommended restoration actions as identified in the Ohio EPA TMDL reports. Note that several watersheds do not have an approved TMDL.
